Traditionally a major milestone in his life, becoming 13 year means he is now counted among adults to form a minyan (quorum) and is fully responsible for his actions. On a deeper level, his mind is now developed enough to provide him with the ability to choose right over wrong. He now has the freedom to think, speak and act with honesty and integrity or to do the opposite.
